Scouting Movement is constructed like an umbrella organisation:

SCOUTS IN AUSTRIA
The top organizational unit in Austria that is recognized by WAGGS and WOSM is the Association of Boy Scouts and Girl Guides of Austria (Pfadfinder und Pfadfinderinnen Österreich; short PPÖ). There are around 85.000 scouts divided into 300 scout groups. All those groups belong to PPÖ.

Every Austrian province has its own regional organization. In Vienna this the Viennese Scout Association („Wiener Pfadfinder und Pfadfinderinnen; short WPP). There are around 60 different scouting groups all over Vienna (in almost all districts) that organizationally belong to WPP.
Within Vienna the scouts are grouped into 8 columns in order to have different outings and activities together. That part of the Viennese Scouts beyond the Danube in the 21st and 22nd district is the column Transdanubia. VISG88 is part of that column together with 10 other scout groups.
